President

Annie Mitchell retired from the Los Angeles County Sheriff’s Department (LASD) as a Supervising Crime Analyst. She was a crime analyst for 30 of her 42 years of service with the department, also holding the title of Sheriff’s Dispatcher during her tenure. Annie was a training coordinator for the Analysis Unit, providing foundational training for new hires and continued professional development for the analysts employed within the Criminal Intelligence Bureau. She is a California Peace Officer’s Standards and Training (POST) advanced instructor, providing crime analysis training for investigators and analysts throughout the state. Annie developed the 40-hour curriculum and teaches in the first POST certified Crime Analysis training offered in California. Annie previously served as the Southern California Crime and Intelligence Analysts (SCCIAA) president and is a longstanding member of the IACA.

J Loper
Vice-President of Administration

Jennifer Loper began her career at the City of Peoria in 2005 and joined the Police Department in 2015. She has been a Crime Analyst since 2017 and was promoted to supervisor of the newly formed Crime Analysis Unit in 2024. Jennifer has served on the Board of the Arizona Association of Crime Analysts (AACA) as Webmaster since 2018, and as Co-Chair of the IACA Technology Committee since 2020 as the Webmaster. Jennifer is passionate about supporting the Association and leveraging the website for efficiencies and enhanced member services. She has a BA in Sociology with a Law & Society Emphasis from the University of California Davis and became a Certified Law Enforcement Analyst (CLEA) in 2023.

Ashly Settles

Vice-President of Membership

Ashly Settles serves as the Crime Analyst for the City of Fairfield, California—the vibrant hub between San Francisco and Sacramento, famously known as the home of Jelly Belly. In this role, she promotes data-driven policing by providing the Fairfield Police Department’s patrol and investigations divisions with high-level intelligence and data analysis. She holds both a Bachelor of Science and a Master of Science in Criminal Justice and earned her Certified Law Enforcement Analyst (CLEA) credential in 2024. Her commitment to the profession is reflected in her dedication as an educator and a leader. She serves as a graduate-level instructor in Crime Analysis and has held leadership roles for both the IACA and the Bay Area Crime and Intelligence Analysts Association.

Kristen Lottman Treasurer

Kristen Lottman began her journey in crime analysis over 20 years ago when she was placed as a college intern in a law enforcement crime analysis unit. She became a full-time crime analyst a few years later and has loved her job ever since. She has worked as an analyst in several areas of the police department, including administrative/process improvement, patrol operations, Real Time Crime Center and criminal investigations. Kristen has been a long-time member of the IACA and served terms in different roles for her statewide crime analysis association just prior to joining the IACA Executive Board.  Kristen served as IACA Secretary from 2020-2024 before transitioning into the role of IACA Treasurer in 2025.  Kristen has a bachelor’s degree in Justice Studies and a master’s degree in Leadership, and currently teaches crime analysis classes in a master's program at a university.
